In April 1994, D&P were invited by Perumka to undertake a detailed study into two particular workshops - the Locomotive Workshop in Yogyakarta and the Coach Workshop in Jakarta (Manggarai).  The study made definitive recommendations, covering all aspects of the operation of the workshops and  produced an implementation plan for the modernisation of both workshops.  The scope of the study was as follows:

• To examine all aspects of the operation of both workshops in order to identify the major, most likely causes of production problems in meeting current production rates at the right quality so that service availability could be improved
• To consider the recommendations contained in three previous reports prepared by the World Bank, Japanese and local consultants in order to identify any commonality in the recommendations 
• To prepare revised layouts of both workshops
• To produce an 'ideal' layout for a new coach and Electric Multiple Unit (EMU) workshop to be built on a new greenfield site
• To propose an outline implementation programme
• To estimate budgetary costs for the implementation of the D&P proposals
